Introduction
For any B2B textile exporter targeting European and North American markets, OEKO-TEX® certification is no longer a “nice-to-have” — it is a market access requirement. From supplier qualification checklists of major retailers to consumer awareness of “zero tolerance for harmful substances,” OEKO-TEX® STANDARD 100 certification has become one of the core indicators for brands and buyers when screening suppliers.
In 2026, the OEKO-TEX® Association introduced one of its most significant updates in recent years. The new regulations officially took effect on June 1, 2026. This update spans four major certification systems — STANDARD 100, ECO PASSPORT, LEATHER STANDARD, and ORGANIC COTTON — covering limit value tightening, upstream certificate traceability, wet process certification requirements, and risk parameter testing.
For products that come into direct contact with skin — such as beach towels, sports towels, and cooling towels — what do these changes mean? Does your supply chain need adjustment? This article breaks down the seven core changes of the 2026 OEKO-TEX® new regulations and provides an actionable compliance roadmap.
Part 1: OEKO-TEX® 2026 New Regulations Overview
Timeline
Applicable Certifications
This update primarily affects the following certification systems:
- ✅ OEKO-TEX® STANDARD 100 — Harmful substance testing for textiles (most relevant for beach towels/sports towels/cooling towels)
- ✅ OEKO-TEX® ORGANIC COTTON — Organic cotton certification
- ✅ OEKO-TEX® ECO PASSPORT — Chemical certification
- ✅ OEKO-TEX® LEATHER STANDARD — Leather product certification
Important Note: OEKO-TEX® STeP, MADE IN GREEN, and RESPONSIBLE BUSINESS certifications will not be updated in 2026; the next update will occur in 2027.
Part 2: Seven Core Changes – Detailed Breakdown
🔴 Change 1: Significant Limit Value Tightening — Bisphenols Reduced from 1000 mg/kg to 200 mg/kg
This is the most directly impactful change for textile manufacturers in the 2026 regulations.
| Substance Category | Previous Limit | New Limit (2026) | Change |
|---|---|---|---|
| Bisphenol B, Bisphenol F, Bisphenol S, Bisphenol AF | 1,000 mg/kg | 200 mg/kg | 80% reduction |
Bisphenols are widely used in functional finishes, coatings, and printing inks for textiles. For beach towels, sports towels, and similar products that use specialty printing or functional finishes, formulations must be re-evaluated to ensure compliance with the new 200 mg/kg limit.
Impact on Donghui Factory customers: If your beach towels or sports towels use specialty printing or functional finishes, confirm with your chemical suppliers that all auxiliaries and inks meet the new ≤200 mg/kg bisphenol standard.
🔴 Change 2: PFAS Controls Significantly Strengthened — Total Fluorine Limit Tightened, Exception Process Clarified
PFAS (per- and polyfluoroalkyl substances) are the most heavily regulated area in the 2026 OEKO-TEX® update.
Core Changes:
- Total fluorine limit tightened: Driven by California legislation, the total fluorine limit has been reduced from 100 ppm to 50 ppm.
- Unified strict limits: In both Appendix 4 and Appendix 6 of STANDARD 100, PFAS limit values are unified with extremely low detection limits (typically 1 mg/kg or lower) — significantly stricter than current regulations in many countries and regions.
- Exception process clarified: If total fluorine content exceeds the limit but verified evidence proves the excess is caused by non-PFAS substances, an exception may be granted.
- How to prove: If total fluorine exceeds the limit but target PFAS analysis shows no detection, the certificate holder may apply for additional verification testing.
- Supporting production documentation must be submitted identifying the non-PFAS substances causing the fluorine detection.
- This exception process took effect immediately upon announcement.
- Testing methodology upgraded: Since October 2024, OEKO-TEX® has introduced alkaline hydrolysis for PFAS testing, which will continue to be used in 2026.
Impact on Donghui Factory customers: PFAS are commonly used in water-repellent, oil-repellent, and stain-resistant finishes. If your beach towels or sports towels require specialty functional finishes, we recommend:
- Confirming with your finishing auxiliaries suppliers that formulations are PFAS-free
- If fluorinated finishes are necessary, ensuring total fluorine content ≤50 ppm and individual PFAS substances meet limit values
- Maintaining complete chemical traceability documentation for exception applications
🔴 Change 3: Upstream Certificate Policy Tightened — Only Direct Supplier Certificates Accepted
To further strengthen traceability in OEKO-TEX® STANDARD 100, upstream certificate acceptance rules have changed significantly.
Transition Period: June 2026 – June 2027; renewals may temporarily continue with previous rules.
Impact on Donghui Factory customers: If you hold OEKO-TEX® certification and source from Donghui Factory, for renewals after June 2027, you must provide a valid upstream certificate issued by Donghui Factory (as your direct supplier) — not a certificate from Donghui Factory’s upstream suppliers. We recommend coordinating certificate updates with Donghui Factory as early as possible.
🔴 Change 4: Wet Process Certification Requirements Changed — All Wet Processes Must Be Certified
This change applies to both STANDARD 100 and ORGANIC COTTON.
Wet processes include: dyeing, washing, printing, finishing, etc.
Transition Period: Until June 2027.
Impact on Donghui Factory customers: As a vertically integrated manufacturer, Donghui Factory performs dyeing, printing, finishing, and other wet processes in-house. We will actively support our customers with the necessary wet process certification documentation to ensure smooth renewals. We recommend customers complete supply chain wet process certification review before June 2027.
🔴 Change 5: Risk Parameter Testing Upgraded — Second Round of Testing Added
The 2026 regulations introduce significant changes to risk parameter testing requirements.
New Requirements:
- If a risk parameter item fails initial testing during certification, it may still pass upon retesting
- However: A second round of testing is now required — within 6 months of certificate issuance, an additional sample must be provided for testing
Risk parameters are selected based on: Substances regulated by law within the EU that are critically important in OEKO-TEX® STANDARD 100 or ORGANIC COTTON certification.
Impact on Donghui Factory customers: This means continuous compliance requirements have become stricter. Companies cannot simply aim to “pass once” — they must establish ongoing quality monitoring systems. We recommend close coordination with certification bodies to ensure second-round testing is completed within the certificate validity period.
🔴 Change 6: RSL Published Separately — Increased Transparency
Starting in 2026, the Restricted Substances List (RSL) will be removed from the standard document and provided as a separate Excel file.
Purpose:
- Improve visibility and comparability of the list
- Enable stakeholders to more clearly understand compliance requirements
New Substances Added (2026 RSL):
- DBDPE (Decabromodiphenyl ethane) — flame retardant
- Dechlorane Plus — flame retardant
- n-Hexane — solvent
Impact on Donghui Factory customers: We recommend all certificate holders and applicants download the latest RSL Excel file (available on the OEKO-TEX® official website) and review their products against the newly added controlled substances.
🔴 Change 7: ORGANIC COTTON Certificate Adjustments & Other Updates
- Removal of “GMO not detectable” statement: Effective immediately, the statement will no longer appear on ORGANIC COTTON certificates for cotton products. The current standard allows up to 4.9% GMO content, making the statement no longer accurate.
- ECO PASSPORT biodegradability requirements: From June 2026, ECO PASSPORT-certified chemicals used as surfactants, softeners, and/or complexing agents must provide biodegradability proof.
- Digital traceability system introduced: OEKO-TEX® ORGANIC COTTON has introduced a digital traceability system, replacing paper transaction certificates with a secure digital chain based on TextileGenesis.

Part 4: B2B Buyer Compliance Checklist
If you are sourcing beach towels, sports towels, or cooling towels from China, use this checklist to evaluate your supplier’s compliance status:
text
□ Does the supplier hold a valid OEKO-TEX® STANDARD 100 certificate? □ Has the certificate been updated to the 2026 new regulations (post-June 1)? □ Can the supplier provide certification documentation for their wet processes (dyeing/printing/finishing)? □ Can the supplier provide test reports for bisphenols (BPA/BPS/BPF etc.) showing ≤200 mg/kg? □ Can the supplier provide PFAS-related test reports (total fluorine ≤50 ppm)? □ For towels with water/stain-resistant finishes, has the supplier confirmed PFAS-free formulations? □ Does the supplier have batch retention and traceability systems to support risk parameter second-round testing? □ Can the supplier provide direct upstream certificates (rather than second/third-tier supplier certificates)?
Recommendation: For new orders placed after June 1, 2026, include a contractual requirement that the supplier provides OEKO-TEX® certificates and corresponding test reports confirming compliance with the 2026 new regulations.
Conclusion: Compliance Is Not a Cost — It’s a Competitive Advantage
The scale of the 2026 OEKO-TEX® new regulations reflects a clear global trend in the textile industry: the shift from “voluntary compliance” to “mandatory compliance” . For B2B buyers, choosing a supplier that has already aligned with the new regulations and possesses comprehensive compliance capabilities is not just a risk-reduction strategy — it is a strategic decision that enhances brand reputation and earns end-consumer trust.
